A gentle budget for expatriates: Ibrahim Subhan

Riyadh: The Kerala budget has provided many benefits for the expatriates as a beautiful retort to the central budget which disregarded the nonresident Indians.

Ibrahim Subhan, a public activist and a member of the Lok Kerala Sabha, stated that the Diaspora will thankfully receive the Kerala Budget 2023, which has been prepared after openly studying the problems of the NRIs and proposals derived from the previous Lok Kerala Sabhas.

Five crore rupees have been allocated for the NORKA Assistant and Mobilize Employment scheme, which is started to ensure a maximum of one hundred days of employment for each returning expatriate. This project is very impressive as it creates one lakh job opportunities every year.

84.60 crores have been allocated in the budget in various sectors for the implementation of schemes for the rehabilitation of the returned expatriates and to utilize their experience and skills. This government takes credit to implement such a policy first time in the country.

The finance minister informed that Rs 25 crore is being allocated for the interests of the special scheme implemented by the state government for the rehabilitation of expatriates and Rs 50 crore for the welfare of returning expatriates. Kudumbashree will provide an interest-free loan of up to two lakh rupees to low-income non-residents. 33 crores have been allocated for the relief scheme to provide timely financial assistance to returned expatriates and dependents of deceased expatriates. 15 crore for welfare schemes through the Kerala Non-Resident Keralites Fund Board and Rs 60 lakh allotted for NORKA emergency ambulance services at airports.

The Finance Minister’s declaration of distributing Rs 2 crore for the NORKA scheme, which provides low-interest rates loans as financial assistance for training for IELTS and OET examinations, is a highly appreciated development and an extension of expatriate welfare interests.

2.5 crores have been assigned to implementing the recommendations derived from the 2nd and 3rd Lok Kerala Sabha and for future activities and apart from this Rs 1 crore has been reserved for the construction of Lok Kerala Sabha on five acres of land in Mavelikara under Norca Department.

Ibrahim Subhan concluded that through this budget, this government has acknowledged the role of non-residents in the construction of New Kerala and is willing to stand up with them by seeing them as an important group.
